If it doesn't sound loud enough to your ears, turn up the monitor! If you're forced to apply limiting or compression just to keep the meters from overloading, you're going in the wrong direction.
To avoid this, engineers lower the individual mix levels and remove any compression before turning up the monitor gain to achieve the desired loudness.
When working with 24-bit or 32-bit recordings, it's important to remember that a mix can peak between -3 and -6 dBFS with no loss of quality. If the mix sounds too loud, it's better to turn down the hot elements than to turn down the monitor. High monitor gain also reduces the temptation to overcompress.
